ACEPM Ltd. is an independent construction cost consulting practice serving owners, condominium corporations, institutions and lenders. From first feasibility sketch to final account, we measure what is drawn and price what is not yet drawn — so our clients make financial decisions with their eyes open. Led personally by a Professional Quantity Surveyor (PQS), member of the Canadian Institute of Quantity Surveyors.
What, why, where, when and how something is built decides what it costs. Our work is to make sure owners can make informed financial decisions at every stage of a project's life — because how money is spent matters, and investing wisely at the drawing board is cheaper than discovering the truth in a change order.
We survey every measurable quantity, research the market that will build it, and say what it will cost — the known, the uncertain, and the contingency that separates the two. Independent, owner-side advice: no construction affiliations, no contractor relationships, nothing to protect but the client's budget.
Six service lines across the project life cycle. Fixed fees quoted per engagement — scoped, written, and honoured.
Before design begins, we establish what the project should cost and how it should be delivered.
Design-stage estimating at every milestone, keeping budgets honest as drawings evolve.
On the owner's side of the table through construction — where the money actually moves.
Thirty-year funding plans for condominium corporations and asset owners — by an O. Reg. 48/01 qualified person.
What you own, what it's worth to keep, and what it will cost to replace, renew or retire.
Independent quantification when projects end up in disagreement.
Recreation facilities, parkland, trails and pedestrian structures, road-related works, shoreline and watercourse structures.
Reserve fund studies, common-element capital planning, and cost review for condominium corporations and property owners.
Health, education, and cultural facilities delivered for public-sector agencies and boards.
Budget validation, tenant-improvement costing, and capital planning for private owners and developers.
Condition-driven costing for complex renewals of occupied and designated buildings.
Construction loan monitoring, draw certification, and independent cost verification.
Twenty years on both sides of the owner's table: two decades as prime consultant directing $300M+ across 350+ projects, and owner-side management of a $20M+ annual capital portfolio for a major City of Toronto agency. Selected engagements, described generically for client confidentiality:
Annual capital program planning, prioritization and delivery for a 192-hectare Toronto venue — roofing, parking, heritage restoration, utilities and site works.
Design, tendering and contract administration of a multi-building roof renewal program, staged to keep operations running.
Boardwalks, pedestrian bridges, trails and shoreline protection across ravine and waterfront parkland, including TRCA and conservation-authority approvals.
Heritage facade and structural renewal of occupied, designated facilities — phased logistics, code upgrades, grant-aligned reporting.
Christopher O. Matz founded ACEPM to bring engineering-grade cost rigour to owners in Southwestern Ontario's smaller centres — the municipalities, condominium corporations and institutions that rarely get access to the quantity-surveying depth big-city projects take for granted.
Over a twenty-year career he has directed capital construction from both sides of the table: as prime consultant on more than 350 projects worth over $300 million, and as the owner-side capital works project manager responsible for a $20-million-plus annual portfolio at one of Toronto's largest public venues. He has priced, tendered and administered virtually every municipal building type — recreation, healthcare, education, emergency services, cultural and heritage.
He is a Professional Quantity Surveyor (PQS) and member of the Canadian Institute of Quantity Surveyors, a Certified Technician (OACETT), and holds an MBA from SUNY Buffalo. He is relocating his practice to Chatham-Kent.
